1851, Joynes. Registration of births, etc.
February 15, 1851 Letter from Dr. L. S. Joynes to Governor Henry A. Wise, regarding the necessity of a permanent registration of births, marriages
and deaths. Of note, one of the justification regarding the keeping of these vital statistics is the higher number of deaths for slave children under
the age of five years; the author indicated that more information would be adopted to "arrest this great annual loss of life and property (page 2)."
