May 9, 1778 Proclamation by Congress that declared that any person taking neutral ships would not be able to claim any protection from states and
would be punished according to usage and custom. (Digitized from a microfilm copy of title originally held by the Massachusetts Historical Society
Library).
Title:   A proclamation : Whereas Congress have received information and complaints, "That violences have been done by American armed vessels to neutral nations ... they do hereby direct, enjoin and command, all captains, commanders and other officers and seamen, belonging to any American armed vessels, to ... pay a sacred regard to the rights of neutral powers ... Given in Congress at York, in the state of Pennsylvania, this ninth day of May, anno Domini one thousand seven hundred and seventy-eight.
