1853 Report of the Select Committee of Thirteen regarding possible amendments to the state constitution. Recommendations included the elimination of some separate departments and incorporate them into other departments, and a proposed bill for voters to decide if a constitutional convention should be called. 1849 Report of the debates of the California Convention regarding the formation of the state constitution in September and October 1849; printed in Washington D.C, in 1850.
