September 21, 1789 copy of a bill to be considered at the next session. That bill was for the suspending the operation of two paragraphs of an act
passed in the May 1786 session, emitting bills of credit on loan to the amount of one hundred thousand pounds, as well as for authorizing debtors to
substitute real estate and certain articles of personal estate at appraised value, in lieu of of specie, for payment and discharge of debts. (Digitized
