Governor John Penn allowing trade with the tribes of Northern and Western Indians, after obtaining a license, as well against bandits who are preventing goods from reaching Fort Pitt. Given under my Hand, and the Great Seal of the said Province, at Philadelphia, the Fourth Day of June, in the Fifth Year of His Majesty's Reign, and in the Year of our Lord One Thousand Seven Hundred and Sixty-five.
