In order to carry the war into the enemy's country as far as Montreal and Quebec, His Majesty is graciously pleased to require the aid of twenty thousand men from the New-Jerseys, New-York, and the New-England governments ... The Legislature of this government having resolved to levy and pay eight hundred men, to be employed in this expedition; I do hereby promise and engage, that all such able bodied and effective men ... shall be entituled to the following pay and rewards ... Given at the Council-chamber in Portsmouth, the first day of April 1758 ...
