April 17, 1778 printing of a letter from British General William Tryon to Connecticut Governor Jonathan Trumbull, enclosing a proposed bill from the British Parliament, which would cease to impose taxes on North America, with a few specifications, as well a draft to appoint commissioners to negotiate and settle the colonies' "disorders." Trumbull responded with a letter that indicated that these bills were, in essence, too late to affect any change in circumstances.
