1824, Govenor's messages and documents on Mass.'s claim for services during the late war with Great Britain
SEE ALSO 51664. Governor Eustis sent a cover letter with the documents he submitted to Congress in an attempt to recoup the considerable militia and
defense expenses of the War of 1812 in Massachusetts. The federal and state administrations during the war had been mired in a constitutional
question over calling up the militia and who would command the units. Eventually, as administrations and opinions changed, the constitutional issue was set
aside and Massachusetts submitted its request for reimbursement on an equal footing with other states. President Monroe urged Congress to include the
Massachusetts claim with all the others and this was ultimately begun during the 1824 session of Congress. The House considered the issue first and
proposed a bill to cover Massachusetts' claims even though they were being submitted at a late date. George Sullivan was the state's agent in
