November 24, 1777 Proclamation by General William Howe that all merchant ships produced a manifest of the quantity and quality of spirits and liquor.

Title:   By His Excellency Sir William Howe, K.B. general and commander in chief, &c. &c. &c. Proclamation : Whereas an unrestrained liberty of landing or bringing into this city, rum, brandy, and other spirituous liquors, for sale, may be attended with many evil consequences ... Given under my hand at head-quarters in Philadelphia, this 24th day of November, 1777.
