War Department, Office of the Judge Advocate General, 1924. ( The clemency review file of Isaac A. Deyo, a Private in the 24th U.S. Infantry. He was
convicted of disobeying orders in time of war, mutiny, murder, and assault to murder for his role in the race riots in Houston, Texas on August 23,
1917. He was sentenced to life in prison which was reduced to 18 years. He was scheduled to be eligible of parole May 1, 1924. The Clemency Board found
that clemency was not recommended since he would be eligible for parole in one month.)
