handwritten, Judge Advocate General's Office, June 8, 1923. ( The clemency review file of Douglas Lumpkins, formerly Private, 24th Infantry who was
convicted by a general court-martial for the offenses of murder, assault, mutiny, and willful disobedience in connection with the race riots of the 24th
Infantry on August 24, 1917 in Houston, Texas. The Judge Advocate General's Office recommended that due to his poor health he be transferred from the
U.S. Penitentiary to a hospital for treatment of his tuberculosis. It was also recommended that the portion of his sentence exceeding 10 years be
remitted.)
