Judge Advocate General's Office, August 10, 1935. ( The clemency review file of Luther Rucker, formerly a Private in the 24th Infantry, who was convicted
of disobeying an order to remain in camp, mutiny, murder, and assault with intent to commit murder in connection with the race riots of the 24th
Infantry in Houston, Texas on August 23, 1917. He was sentenced to be dishonorably discharged, with total forteitures, and confined to the Penitentiary
for life. The Judge Advocate General's Office recommended that the unexecuted portion of his sentence be remitted. The Clemency Board recommended that
so much of his sentence exceeding 30 years be remitted.)
