Clemency review file containing personnel information, procedural letters, recommendations, etc. of Ben Cecil, August 21, 1931, typed, 14 p., United
States, Adjutant General's Office, 1931. ( The clemency review file of Ben Cecil, formerly a Private in the 24th Infantry who was convicted of murder,
and assault with intent to commit murder in connection with the race riots in Houston, Texas, August 23, 1917. The file contains a memorandum from
the Office of the Judge Advocate General describing the case, a letter to Senator Sutherland from the Acting, Advocate General, and a report of the
Clemency Board, dated April, 1924 recommending that as much of his sentence that exceeds 22 years and 3 months be remitted. A memorandum from the
Adjutant General's Office dated August 21, 1931 supports the denial of clemency.)
