General's Office, September 9, 1940. ( The clemency review file of Richard Brown, formerly a Private in the 24th infantry, who was convicted by general
court martial of disobeying orders, mutiny, murder, and felonious assault in connection with the race riots in Houston, Texas on August 23, 1917. He was
sentenced to be dishonorably discharged with total forfeitures and confined to a penitentiary for life. Documents include numerous memorandums to the
Adjutant General and a 1924 Report of the Clemency Board. A September 5, 1940 Memorandum to the Judge Advocate General recommends that the remainder
of his sentence exceeding one year be remitted.)
