Clemency review file containing personnel, procedural letters, recommendations, etc. of William J. Hough: January 17, 1925, 25 p., typed and
manuscripts, January 17, 1925. ( The clemency review file of William J. Hough, formerly a Private in the 24th Infantry, who was convicted of disobeying
orders, mutiny, murder, and assault with intent to commit murder in connection with the race riots in Houston, Texas on August 23, 1917. He was sentenced to
be dishonorably discharged with total forfeitures, and confined to hard labor in the penitentiary for life. A memorandum prepared for the Judge
Advocate summarizes the evidence in the case. A memo dated January 22, 1924 from the Judge Advocate General to the Adjutant General recommends that his
sentence exceeding thirty years be remitted. The Report of the Clemency Board dated April 12, 1924 recommends that the portion of his sentence exceeding
21 years and 3 months be remitted.)
