clemency review file of Gerard Dixon, formerly a Private in the 24th infantry, who was convicted of disobeying orders, mutiny, murder, and assault
with intent to commit murder, in connection with the race riots in Houston, Texas on August 23, 1917. A memorandum prepared for the Judge Advocate by
his assistant summarizes the testimony presented at his trial. Other documents in part one include a clemency memorandum prepared for the Secretary of
War dated July 12, 1919, numerous communications regarding the case, and a Report of the Clemency Board dated April 9, 1924 which does not recommend
clemency because he will be eligible for parole August 9, 1924. Part two includes forms and the Court Martial Board Rules.)
