(With the achievement of independence of the majority of its members, the relevance of the British Caribbean Federation became tenuous. Some of its biggest members {Jamaica and Trinida & Tobago} declined to participate in any subsequent federation efforts. However, the smaller units {Barbados, the Leeward Islands, and the Windward Islands expressed the desire for some sort of federative structure. This conference met that need with the establishment of the East Caribbean Federation.)
