Agreement between the governments of Great Britain and Northern Ireland, of the French Republic, of the Netherlands and of the United States of America for the establishment of the Caribbean Commission; Washington, 30th October, 1946: n.a., 23p, Treaty Series No. 27 (1949), London, HMSO, 1946. At the end of WW II, it was apparent to the government of a near prostrate United Kingdom that the generally impoverished Caribbean was less a strategic asset than a burden and responsibility; with needs in the areas of human welfare that far out stripped Britain’s ability to address. The creation of the Caribbean Commission was one attempt to spread the responsibility for developmental aid to a wider, and with the inclusion of the United States more affluent, base. In 1660 the structure of the Caribbean Commission was altered substantially to make provision for a role in the organization for the many newly independent former British colonies.
