1939, West India Royal Com. Recommendations
West India Royal Commission, 1938-39; Recommendations: n.a., 30p, Cmd. 6174, London, HMSO, 1940. (The Commission was appointed on 5 August 1938 with
the mission of investigating social and economic conditions in the British Caribbean and matters connected therewith and to make recommendations for
future policy. The Commission finished it investigations and its report by mid-1939, but the advent of WW II made publication inopportune. In the
alternative the Colonial Secretary asked the commissioners to provide a short summary of its main recommendations so that, at least in general policy
terms, the government might have some guidance until conditions normalized. This document answers to that request for a summary. For a concise statement of
the official Colonial office intended implementation of the recommendations in the near term, see LLMC Title No. 09664. The full report, which was
