Sir Harry was a British explorer and later colonial administrator. He played a significant role in enabling British acquisitions in East Africa.He was principally responsible for having Nyassaland declared the British Central African Protectorate, and he he became its first commissioner in 1891. In 1899 hewas sent to Uganda as special commissioner , and in 1900 he concluded the foundational Buganda Agreement, which divided the land between the British Government and the traditional chiefs.)
