In 1906 the infant Cuban Republic fell into crisis when it’s first elected president, Tomás Estrada Palma, sought to extend his own term of office after a disputed election. To quell the revolt the U.S. sent in 5,600 troops and, asserting a right that it had reserved to itself under the treaty giving Cuba independence, took over provisional control of the Cuban government effective 29 September 1906. The first nominal provisional governor was U.S. Secretary of War Howard Taft, but he was soon replaced on the scene by Charles E. Magoon, whom Pres. Roosevelt moved over from his post as U.S. Governor of Panama. Magoon made it clear that this time around the U.S. goal was not occupation, but rather caretaking, with the goal of quickly restoring full independence. This was restored on 29 January 1909. Magoon was well regarded in Washington, but was widely excoriated in Cuba, where he was accused of fiscal mismanagement and even personal corruption. Historians differ on how much substance there was to the later charge, although there is little doubt that he did grant many lucrative Cuban contracts to well-connected U.S. firms. It is noteworthy that Magoon was also the author of the seminal U.S. military law treatise: The Law of Civil Government under Military Occupation, Wash., GPO, 1902.)
