(The British Government, contrary to those of other countries, determined that monies remaining over from the Boxer Rebellion indemnities, after direct payments to British nationals who lost property had been settled, should be devoted to “such educational and other purposes as, in the opinion of the Secretary of State for Foreign Affairs, after consultation with the Advisory Committee, were beneficial to the mutual interests of His Majesty and the Republic of China.” The Advisory Committee toured China to review its needs. This report is their judgment on where the surplus indemnity funds could be spent most efficaciously.)
