1934). 89 p. This typewritten manuscript contains the opinion of the solicitor (Nathan R. Margold), addressed to the Secretary of the Interior, on “the
question of what powers may be secured to an Indian tribe and incorporated in its constitution and bylaws by virtue of the following phrase, contained
in section 16 of the Wheeler-Howard Act (Public No. 383, 73d Congress): ‘In addition to all powers vested in any Indian tribe or tribal council by
existing law, the constitution adopted by said tribe shall also vest ….’ “ The main text is preceded by a summary (pp. 1-2) that identifies nine powers
“of local self-government which have never been terminated by law or waived by treaty.”
