settlement and entry, under date of November 17, 1911”; and statement for F. H. Abbott, Assistant Commissioner of Indian Affairs (approved July 25, 1912
by S.V. Proudfit, Assistant Commissioner of the General Land Office; and Samuel Adams, First Assistant Secretary), setting forth instructions to “put
into effect the foregoing rulings of the department and to provide for concurrent supervision over lands involved, wherever situated, for the
protection and benefit of the Indian owners and the protection of prospective settlers.”
