Bemis, Precedents of American Neutrality, 1864
"Precedents of American Neutrality: in reply to the speech of Sir Roundell Palmer, Attorney General of England, in the British House of Commons, May
18, 1864" by George Bemis. This treatise was published by Little Brown and Company in Boston in 1864. In his preface, Mr. Bemis indicated that his
response included historical instances of American neutrality. Of note, although he did not focus on the Alabama Ship Claims, the response of Britain
in the same was an impetus in writing this pamphlet.
