A Treatise on the proceedings to be adopted in conducting or opposing private bills in the Parliament of Canada, and the standing orders of both
houses in relation thereto: 4th ed., by Alfred Todd et al, vii+159p, Ottawa, Hunter, Rose & Co., 1869. (Todd was Chief Clerk of Committees and Private
Bills, Federal House of Commons. This fourth edition was specifically prepared for the use of the Legislature of the Province of Quebec. The 1st ed. was
published in 1862, in the 1st Sess., 7th Prov. Parl. of Canada. In the 1st Sess. of the Parliament of the Dominion, the system of private bill
practice which had obtained in the Quebec provincial legislatures was adopted, with modifications, and a new edition of this work was prepared for the
Dominion Parliament. Subsequently, at a meeting of the Legislature of the Province of Quebec it was proposed that the modifications which had been adopted
by the Federal Parliament should be adopted at the provincial level. This having been agreed to, the present edition was “prepared under the authority
of the Legislative Assembly, for the use of the Quebec legislature. It is based on the latest Canadian Edition, and contains notes directing
attention to the few matters of detail in which the practice of the two legislatures differ.”—Pref. p. v. )
