1860 Report of the House report of the Committee on Federal Relations which ultimately concluded that the Union should be preserved. Of note, although Arkansas initially remained in the Union, it seceded after Lincoln's call for troops from every Union state to put down the rebellion following the capture of Fort Sumter in April 1861.
