1951-52, Statutes and Amendments to the Codes of Guam
Statutes and amendments to the codes of the Territory of Guam; First Guam Legislature, 1951-1952; Prep. At the direction of the Hon. R.S. Herman,
Secretary of Guam: by John A. Bohn, Leg. Coun., Gov. of Guam, var. pag., Agana, Gov. of Guam, 1952. (Guam became a dependency of the United States in the
aftermath of the Spanish-American War, being administered by the U.S. Navy up until the onset of W.W. II. Starting in 1917 a “Guam Congress” began to
meet biennially, but it functioned only as an advisory body to the Naval governor. After the war and Japanese occupation Navy administration resumed.
In 1950 Guam was granted an Organic Act which allowed for an elected legislature, which however was only empowered to act on matters of purely local
concern. In 1951, during the “Eleventh Guam Congress” the members passed Public Law 2, re-designating their body the “First Guam Legislature.” While
the present work includes the texts of the laws passed during that session, the legislation for the 2nd thru the 12th legislature was never issued,
except in the form of “slip laws,” copies of which have not yet been located for scanning purposes. Therefore, it seemed best to LLMC to treat this
somewhat aberrational publication as a standalone title. Because of its historic importance as the first record of the civil government of Guam, a number
of appendices were also published in this document. These include: The organic Act of Guam as amended; Significant opinions of the Attorney General;
Report of the Judicial Council, 1951; Rules of court of the U.S. District Court of Guam; The “Final history of the Legislature,” showing all measures
considered by the First Guam Legislature and the disposition made thereof; and standing rules of the Legislature. A general table of contents following
the title page covers all matters, including the appendices. The entire body of statutes and amendments to the codes have been listed in a separate
TOC and index. Finally, although most of the appendices are not indexed, a separate index is provided for the opinions of the Attorney General.)
