American Samoa Legislature, Session Laws: 8th Legis., 1963-, Legislative Reference Bureau, 1963–. (The legislature, called the “Fono” after the traditional name for the gathering of chiefs, initially served in an advisory capacity to the governor. It acquired more of the powers of the formal powers of a traditional legislature with the adoption of the constitution in 1960. The lower chamber is fully elective, and open to all Samoan citizens who meet age and residency requirements. A senator, however, must be a registered matai of a Samoan family who fulfills his obligations as required by Samoan customs in the county from which he is elected. He is elected in accordance with the Samoan customs prevailing in the same county.
