Commonwealth of Pennsylvania, Department of Justice; Report of the Attorney general on the investigation of the magisterial system: n.a., xiii+515p, n.p., n.d. (1965?) (A TOC starts on p. v. Lacks index. The report was apparently assembled under the supervision of future U.S. senator Arlen Specter, Ch. Coun. & Spec. Asst. to the A.G. The gravamen of the investigation was the anomalous position of the Magistrate, an historical holdover serving as a court of first instance for minor matters that was now intrinsically embedded in politics. The ultimate reform advocated by the investigators was a constitutional amendment to abolish the office of Magistrate. Given the time required for that reform to be implemented, the investigators also recommend a number of stopgap reforms.)
