December 22, 1844 report of the North Carolina Senate Committee on the Penitentiary, read to the Senate on December 28th. The report recommended
that a penitentiary be built, but that the erection of same, and the approval of taxes to fund it, be subject to a state-wide vote. The referenced bill
was not attached, although two tables of various crime statistics were found at the end of the report. (Digitized from a microfilm copy of titles
