Article regarding the Council held at Fort George in New York on November 5, 1734; attending were Gov. William Cosby, the secretary and Chief Justice, as well as others. The proposals were to allow a land grant for those immigrants seeking to settle in New York; although English Protestants are envisioned, others European escaping the "cruel yoke of Popery and arbitrary power" would also be granted land. However there would be a annual fee to the Crown under this plan, although there would also be a speedy naturalization process.
