Treasurer. Communication on state debt held by towns, 1840

Senate No. 32 On February 21, 1840, the Senate asked the State Treasurer if any towns had been asked to take state scrip for their share of the US
Surplus Revenue money? If the town refused the exchange, did the accrual of interest end? What authority did the Treasurer have for such actions?
On February 24, 1840, the Treasurer replied. Once the US Surplus Revenue was distributed to the towns, he had no further control over it. In 1839,
some towns bought state notes. They were given the option of redeeming them by a date late in 1839, but if they chose to hold them, there would be no

Ordered, that the Treasurer of the Commonwealth be requested to inform the Senate whether any of the towns in this Commonwealth which held notes against the Commonwealth for their portions of the surplus revenue ... have been solicited by said Treasurer to receive State scrip in lieu of said notes.
