Senate No. 85 On March 4, 1836, the Committee on Banks and Banking reported a bill: An Act authorizing banks to borrow money and issue post notes, 1836. Banks could borrow money and issue post notes, despite the text in Chapter 36 of the Revised Statutes. Such transactions were not to exceed 25% of the capital stock of the institution. The "Committee on Banks and Banking," who have under consideration, that part of the governor's communication which relates to the subject of banks, and to whom was referred the memorial of John W. Page and others, relating to the restrictions upon banks, ask leave to report a bill.
