Senate No. 23 Report respecting the electors of President and Vice President of the United States. On January 19, 1836, three men in the House were designated as a committee to prepare the legal provisions for the electors. Senators joined the group to make a joint committee. It reported : An Act directing the mode of choosing the electors of President and Vice President of the United States, 1836. Persons qualified to vote for state representative could vote for electors. Electors' names were on a printed ballot for an election supervised by local clerks. The results were given to the county sheriff who turned them over to the Secretary of State by __ date. The votes were counted by the Governor and the Council; the results were announced by the Governor. The electors were to convene in December to finalize the vote which was sent on to the President of the United States Senate. There were procedures to deal with any problems. The Governor was to notify the citizens before October of the election year as to the number of electors available to Massachusetts.
