House No. 42 Report of the Committee on the Judiciary of the House of Representatives on the subject of ferries. Boston : Dutton & Wentworth, 1833. On February 2, 1833, the Committee was asked to review the Commonwealth's stake in ferries in general and on February 11, 1833 to consider if a ferry to Noddle's Island would interfere with the Winnisimmet Ferry. On February 19, 1833, the Committee issued its report. After hearings, the Committee decided the Winnisimmet Ferry had been in operation since 1634, eventually running three boats. For the Legislature to grant an exclusive ferry concession to the developers of Noddle's Island would probably not stand a court test and the matter was in court anyway, so, after many pages of discussion, the Committee chose not to get involved.
