House No. 14 Report of the Committee on Finance tendered February 1, 1832. There was a chart of general expenses and receipts and a list of the Commonwealth's borrowings that showed a temporary debt of $159,000. Retrenchment was called for, but, of course, government salaries could not be changed, so either an increase in the direct tax or on commodities was needed. The Committee recommended increasing the direct tax to $100,000 and authorizing a borrowing limit of $250,000 for the year.
