House No. 22 The Committee on Education studied whether some or all of the General Government money [War of 1812 Militia reimbursement] should be used for the public schools and on June 14, 1831 Reported: Establishing a fund to relieve jurisdictions of the costs of schools was not a good idea; men placed more value on services they had to pay for. The fund, as invested, only generated $14,000 per year, so that was not enough to bother with. (Digitized from a microfilm copy of title originally held by the Massachusetts State Library).
