Any licensee was to pay an annual unstated cents per gallon duty on alcohol sold. Wholesalers and retailers were defined. Victuallers, innkeepers, and taverners were included and required to have a special license to sell alcohol. All those affected had to post two payment bonds and keep careful records, with the oath they had to swear each year included. Penalties for failure to pay or attempts to subvert the duty were listed. The local clerk paid the money forward to the county clerk who paid it forward to the state treasurer.
