Senate No. 23 An Act to establish the Massachusetts Seminary of Practical Arts and Sciences, 1827. A corporation was created called Seminary for the Education of Youth in the Useful and Practical Arts and Sciences. The Governor and Lieutenant Governor plus eight others unnamed were to be the Trustees with four year terms. The usual role of school trustees was mentioned: hiring firing, location of the school, determine the curriculum. An endowment of $20,000 was set aside, but the trustees had to raise $10,000 in subscriptions and donations to be able to tap the earnings of the endowment.
