Senate No. 13 An Act regulating the driving of stage coaches and other vehicles for conveyance of passengers, 1827. If a driver was careless and negligent and a passenger died, the driver could be charged with manslaughter. There were several other examples of negligence and penalties for drivers. There were similar examples for owners who failed to employ responsible people. An owner could be sued by an injured party, but he then could try to recoup any costs from the negligent driver.
