On February 7, 1826, Levi Lincoln, Governor of Massachusetts, submitted to both houses of the Legislature, documents sent to him by Governor Parris of Maine. The Maine Legislature had directed Governor Parris to do this so Massachusetts could concur in its sentiments. Governor Lincoln said Maine wanted to collect evidence of the boundary claims and work on an on-the-ground survey of the boundary. Governor Lincoln thought the federal government should do the work, since it was a boundary between two countries: US and Canada/Great Britain. On January 17, 1826, the Maine Senate said in a three and a half page report that it had been forty years since the Treaty of Ghent ostensibly established the north and east boundaries of the United States and Canada, but both parties were still arguing over the land. A Commission had been working for six years to iron out details, but were not even close to a settlement. The documents were voluminous. The Treaty of Ghent had a provision for third party adjudication if the Commission failed in its work, but the Senate feared this would not work in the country's favor. It felt that the United States had not done enough to persistently document its claims, and so sent the Resolves. The first asked the Governor to find and either copy or keep any and all maps, documents, publications, and surveys pertinent to the north and east boundaries of the State of Maine, for which it appropriated $500. the second Resolve asked Massachusetts to participate with Maine in an actual survey of the line, but no appropriation was made. The Resolves passed the House on January 26, 1826 and were sent on to Governor Parris, who sent them on to Governor Lincoln.
