Forty-fifth Legislature. Senate. No. 28. Report of the Committee on Education on petition of Reuben Higgins and others praying for action relative
to the variations of the magnetic needle, February 15, 1866. Resolve, the Governor and the Council to appoint a commissioner to research the
magnetic variation from first settlement to the present and deposit a record of his findings in each county. An Act to provide for the ascertaining the
variations of the compass in this state [1866] Each county should engage a competent person to establish the meridian line for the county and would
make a detailed report filed with the Supreme Judicial Court; such line would be the standard thereafter. The line should be checked for variations
every six months and surveying instruments calibrated with it. Future surveys should include deviation information in the deed. Page seven was a
