Forty-second Legislature. House. No. 8. Report of the Committee on Agriculture in response to a memorial of the Androscoggin County Agricultural Society asking for an Department of Agriculture at the Maine State Seminary. The issue had been before the Legislature since 1859. However, an opportunity had arisen--a group of Boston businessmen who had successful enterprises in Lewiston had offered the Seminary a matching grant of $50,000. The businessmen asked the Legislature to donate three half townships. Resolve: to establish a department of natural science, the land agent would transfer three half townships to the Maine State Seminary, provided the Seminary could raise $50,000 in three years, cash in the bank--not promises. This meant the Seminary had to match the original grant and the same amount for the townships, which would not be easy.
