SEE ALSO 56216 Fortieth Legislature. House. No. 31. The Committee on the Militia submitted: An Act additional to chapter ten of the Revised
Statutes relating to the militia, 1861. There could only be 1,500 men in the volunteer category, geographically apportioned throughout the state, 500 less
than before. When a man signed a company's book, that was a legal enlistment. There was a list of those who could call out the militia. Each year,
there would be two training days in the summer. There were sections on equipment and its care. The rates of pay were listed and the considerable
record-keeping required to prove service and enable payment. The highest ranking officers determined the uniform for each branch or specialty of the
volunteers: artillery, quartermaster, etc. When the records indicated that a volunteer had to pay a fine for some infraction of duty, it appeared the
civil courts were used to call the soldier to account, rather than a court-martial. He could be jailed for failure to pay. (Digitized from a
