Thirty-ninth Legislature. House. No. 6. Reports of the Committee on Elections [1860] Majority report. John Perkins challenged Reuben Rich's right
to a seat. Rich had 403 votes and Perkins had 402, but Perkins said there were several illegal votes cast for Rich that would change the vote in
Perkins' favor. Pp. 4-42 were dozens and dozens of depositions focused on who lived in town when, who was a legal voter, where did they keep their
clothes, were they paupers, etc. The majority decided Rich was the winner. Minority report. The selectmen did not count the pencil vote because they were
not sure for whom it was cast. If Rich could find that voter and get his testimony, Rich would win. A voter did come forward, but he was not a legal
voter, so the minority member felt Perkins should be seated. (Digitized from a microfilm copy of title originally held by the Library of Congress).
