Thirty-ninth Legislature. House. No. 4. An Act additional ... an act to secure the safety and convenience of travelers on railroads, 1860. Every June, the Railroad Commissioners were to carefully examine all the railroads and call out any defects. If a railroad did not respond, the Commissioners could go to court for an injunction. The Commissioners were to make an annual report in December. The Commissioners could also set rates for carriage of passengers and merchandise, which the railroads could appeal to the courts on an expedited basis.
