Thirty-seventh Legislature. House. No. 6 An Act to provide for a State Normal School, 1858. A normal school would be established in a central area of the state to train teachers for the common schools. The Governor would appoint six Trustees with staggered terms who would do a large amount of work for free: buy the land, build the buildings, create the curriculum, hire staff, etc. The State would provide $20,000 for start up and $4,000 per year for the next five years. Both sexes could be students, and if they agreed to teach after graduation, tuition was free. Those who could not commit, but for whom there was space, would pay an unspecified amount.
