May 18, 1809 Speech of Governor William C.C. Claiborne to Congress which contained a remonstrance against the current ordinance of 1787 regarding the Territory of Orleans government organization and the request for the emancipation of the territory. Of note, it was not admitted into the Union until 1812. (Digitized from a microfilm copy of titles originally held by the National Archives).
