Minutes of the Convention of the Delaware state : which commenced at Dover, on Tuesday the twenty-ninth day of November, in the year of our Lord, one thousand seven hundred and ninety-one. For the purpose of reviewing, altering, and amending, the Constitution of this state, or if they see occasion, for forming a new one instead thereof.
